ICGLR Committee on the Regional Initiative on Natural Resources held its meeting in Lusaka

The 12th meeting of the International Conference on the Great Lakes Region (ICGLR)’s Regional Committee on the Regional Initiative on the fight against illegal exploitation of Natural Resources (RINR) was concluded on 10th September 2015 in Lusaka, Zambia, after three day of deliberations. The meeting was attended by representatives of the 12 ICGLR Member States (namely Angola, Burundi, Central African
Republic, Republic of Congo, Democratic Republic of Congo, Kenya, Rwanda, South Sudan, Sudan, Tanzania, Uganda and Zambia) as well as representatives of the Regional Women Forum, the Conference Secretariat, the Levy Mwanawasa Regional Centre and the partners. The Chairman of the ICGLR Audit Committee and the Director General of African Mineral and Geo-Sciences Centre (AMGC) also attended the meeting. Its main objective was to discuss and share progress made and major challenges to be addressed by both the ICGLR Secretariat and the Member States in the implementation of the six tools of the RINR (namely the Regional Certification Mechanism, the Harmonisation of National Legislations, the Regional Database on Mineral Flows, the Formalisation, the Extractive Industry Transparency Initiative (EITI) and the Whistle-blowing Mechanism).

The meeting was officially opened by the Guest of Honor, Mr. Paul L. Chanda, Permanent Secretary in the Ministry of Mines, Energy and Water Development in Zambia, accompanied by the Chairman of the Regional Committee, Mr. Paul Ndarihonyoye, the ICGLR National Coordinator in Zambia, Amb. Gen. Solomon Mumbi and the Representative of ICGLR Secretary, Amb. Ambeyi Ligabo. The Guest of Honor called upon all Member States to kickoff the Regional Certification Mechanism. He also encouraged Member States to have full control over natural resources and called on Partners to continue supporting activities of the RINR. After 3 day of deliberations, the Regional Committee adopted recommendations and decisions aimed to accelerating the implementation of the six tools as well as to the preparation of the 4th meeting of Ministers in charge of Mines. It was also decided to hold the next meeting in Rwanda.

Prior to the Regional Committee meeting, ICGLR Levy Mwanawasa Regional Centre hosted, on 7th September 2015, the 8th meeting of the Group of Partners on the RINR co-chaired by the Conference Secretariat and GIZ. The meeting discussed the status of implementation of key activities already planned in the RINR support programmes and the areas of concentration for ICGLR and its Partners in 2016. The meeting was attended by the representatives of the following partners: GIZ, BGR, USAID/TETRA TECH and PAC. ICGLR was represented by a team headed by the Programme Officer Democracy and Good Governance and the Executive Director of Lusaka Regional Centre.
