Press Release: The ICGLR ends the Extraordinary Meeting and Peer-Learning on the implementation of Regional Certification Mechanism (RCM)
The objective of the meeting was to finalise the recruitment process of the Independent Mineral Chain Auditor (IMCA), before the forthcoming meeting of the Regional Inter-ministerial Committee (RIMC).
The Extraordinary Meeting recommended three candidates to the ICGLR Executive Secretary for final selection of one candidate for the position of the IMCA.
The Peer-Learning Training Workshop recommended the following:
- The ICGLR Secretariat with support of key partners work towards a standard approach to working with Chain of Custody providers and increase consultations with downstream stakeholders with a view to popularize the RCM.
- Member States create conducive environment for the formalization and legalization of ASM gold sector and the ICGLR Secretariat should initiate arrangements to develop a regional gold strategy whereas Member States need to harmonize their fiscal regimes governing the ASM gold sector. It was further recommended that Member States initiate national consultations with all stakeholders along the ASM gold supply chains to ensure effective development of the Regional Strategy on Gold.
The meeting was officially closed by Dr Michael Biryabarema, the representative of the Minister of State in charge of Mining of Rwanda.
Prior to that, the ceremony was addressed by the Acting Chair of the Regional Committee of the RINR, the ICGLR National Coordinator for Rwanda, and the Representative of the ICGLR Executive Secretary Ambassador Ambeyi Ligabo.
The event was attended by members of the Regional Committee from the following Member States: the Republic of Congo, the Democratic Republic of Congo, the Republic of Kenya, the Republic of Rwanda, the Republic of South Sudan, the Republic of Sudan, the Republic of Uganda, the Republic of Zambia and the Regional Women Forum.
