ABDIDGED ICGLR-EOM PRELIMINARY STATEMENT TO ZAMBIA 2021 GENERAL ELECTIONS

CONCLUSION OF THE PRELIMINARY STATEMENT

BASED ON ITS PRELIMINARY FINDINGS MADE UP TO THE CONCLUSION OF VOTE COUNTING AT POLLING STATIONS OBSERVED, THE ICGLR EOM CONCLUDES THAT HIGH NUMBERS OF ZAMBIANS USED THE OPPORTUNITY THEY WERE GIVEN TO EXERCISE THEIR RIGHT TO VOTE IN A PEACEFUL ATMOSPHERE NOTWITHSTANDING SPORADIC AND LOCALISED INCIDENTS OF POLITICAL VIOLENCE AND THE UNLEVELLED POLITICAL PLAYING FIELD. ALLOW ME TO COMMEND THE ZAMBIAN PEOPLE AND ALL THE RELEVANT STAKEHOLDERS FOR THEIR COMMITMENT TO DEMOCRATIC VALUES AND PRINCIPLES. WE CALL ON ALL THE PEOPLE OF ZAMBIA, POLITICAL LEADERS AND THEIR SUPPORTERS TO REMAIN CALM AS THE COUNTRY AWAITS THE DECLARATION OF THE RESULTS BY THE ELECTORAL COMMISSION OF ZAMBIA (ECZ).


ZAMBIA GENERAL ELECTIONS 2021 PRE-ELECTION SITUATIONAL ANALYSIS

EXECUTIVE SUMMARY

In conducting this analysis on the pre-election situation leading up to the general elections to be held in Zambia on August 12, 2021, the Levy Mwanawasa Centre for Democracy and Good Governance has focused on two particular considerations emanating from the ICGLR guiding principles. The first is the promotion of and contribution to the integrity, transparency, legitimacy and credibility of the electoral process in Zambia; the second is the preservation of societal consensus for stability and peace as part of healthy competitive elections.

ICGLR Member States

The work of the Regional Centre covers the twelve (12) ICGLR Member States, namely Angola, Burundi, Central African Republic, Republic of Congo, Democratic Republic of Congo (DRC), Kenya, Rwanda, South Sudan, Sudan, United Republic of Tanzania, Uganda and Zambia.

Some other African countries have expressed interest to be part of the ICGLR process without being full member of the organisation. Called Co-opted States, they include Egypt, Ethiopia, Botswana, Malawi, Mozambique, Namibia, and Zimbabwe.
